While participating in the proceedings of ISME Research Commission, Ms. Rozalina Gutman had expressed her intellectual leadership by submitting written proposal for instituting the instrument of the global spotlight on THE LACK OF ENFORCEMENT OF COMPLIANCE OF EDUCATIONAL POLICY DESIGN WITH THE RESEARCH DATA ON THE DEVELOPMENTAL/TRANSFORMATIVE IMPACTS OF MUSIC ON THE BRAIN OPTIMIZATION at various ages. She suggested for ISME Research Commission to make media-covered declaration of establishing logistics for the regular hearings of the brief published official reports on the ACCOUNTABILITY for implementation of the research outcomes, to be included into proceedings of biannual Intl seminars.  Such measure along with media coverage, had been long overdue, forcing millions of hands on music educators into intolerable suffering  from unequal struggle with senseless dominance of low consciousness of self-defeat among inept and unqualified policy makers in the authority chairs…

Despite passing of over three centuries, the lives and struggles of millions of today’s music educators continue to be resembled by the shocking example of lifelong suffering from incivilities of their renown colleague, master music teacher-extraordinaire Johann Sebastian Bach, that had been often mispresented in paradoxical, politically correct forms leading to moral atrocity of the deletion of this part of his “inconvenient truth” legacy.

And the lived personal experience of unspeakable suffering of Ms. Rozalina Gutman from the severe limitations for her years delayed strive to manifest her GLOBAL SOLUTIONS to PROBLEMS WITH  EXISTENTIAL  URGENCY,  based on  her riveting discoveries with multidisciplinary implications, serve as the example of the extreme cases, that sadly may compete with the horror stories about the subject of her advocacy J.S.Bach. *******************

This propelled her appeal to the officers of organizing committee of ISME Research Commission and to representatives of the global leadership, urging them to step up utilizing organization‘s global mission and reach on the subjects of advocacy, shifting from the current abstractions to the level of real life accountability.  Empowered by music of Bach, Ms. Gutman’s observations on the measurable global impacts of music-based counterpoint to the evident hidden power of conformity to collective cognitive blind spots came with urgent obligation of hands-on master music educator -  to urge the efforts to address the disconnect with reality of the key issues in music education with no more delay! 

Establishment  of this compliance instrument is to serve the aims of the centuries long  fight for stopping normalized persecution of musicians by routine underpayments and lack of basic facilitation for their service to community. 

During COUNTDOWN2045 to prevent HUMAN EXTINCTION from self-demise of man-made toxicity, such demands for elevating the level of consciousness to integrative  level among both population and  leadership had become EXISTENTIAL, due to the lack of current capacity to tackle complex global problems without oversimplification, when every day of delay enumerates into millions of lost lives…
